I think the answer is 1. Qe7. Black cannot trade the queens as white gains a tempo with 2.dxe7. With this move white secures the "e" column and will easily promote his "d" pawn.
1. Qe7! effectively wins the game as you said, and Anand played it.
Kramnik answered 1..Qb4, to pin the d pawn, and Anand replied 2 h6! with a double deadly threat : 3 Qf8! followed by 4 Rc8 mate 3 Qf6! followed by Qg7 mate.
